Specifies hardware requirements including lever or D-pull handles for doors and cabinets; sets electrical panel and outlet heights at 54 inches maximum for top switch and 18 inches minimum for outlets.

Allows county or municipal governments to waive specific requirements if compliance is impracticable due to topography, funding source restrictions, or zoning impediments; establishes 60-day decision period and 5% penalty on construction cost for non-compliance.
