Removes the restriction that beer sampling is only permitted for new product lines in the marketplace for less than one year, allowing tasting or sampling of beer regardless of how long it has been available.

Eliminates the prohibition on sampling spirits that exceed 80 proof, permitting tastings of higher-proof spirits while maintaining the existing limit of no more than ½ ounce per sample.

Amends § 101(39) of Title 4 of the Delaware Code by deleting the last sentence of that subsection.
