Authorizes Delaware Superior Court to mediate and arbitrate business disputes when parties consent by agreement or stipulation.

Requires at least one party to be a Delaware business entity, have principal place of business in Delaware, or have the dispute governed by Delaware law.

Excludes consumer disputes and requires the amount in controversy to be at least $100,000 (or such other amount as the court determines by rule).

Designates mediation and arbitration proceedings as confidential and not public record, except arbitration records are filed with Supreme Court if appealed.

Permits parties to stipulate that a Superior Court judge's or Commissioner's decision shall be final and binding without appeal.
