Establishes left lane driving restrictions on roadways with 4 or more lanes (2+ lanes in same direction): vehicles must stay in right lane except to pass slower vehicles or make legal left turns.

Requires vehicles on 3+ lane roadways traveling in same direction to use center or right lanes except when entering/exiting or passing slower vehicles.

Prohibits vehicles being overtaken from increasing speed until the overtaking vehicle is fully past them.

Allows overtaking only on the left at safe distances, with overtaking vehicles required to return to right or center lanes as soon as safe.

Sets civil penalties for violations: $28.75-$230.00 for first offense; $57.50-$575.00 for subsequent offenses within 2 years.
