Creates a universal school breakfast program in Delaware providing free breakfast to all students in public and charter schools regardless of family income.

Establishes the Delaware Universal Breakfast Fund within the Office of Management and Budget, jointly administered by the Director of OMB and the Secretary of the Department of Education.

Requires school districts and charter schools to operate free breakfast programs for all students, with funds distributed based on student census beginning in school year 2011-2012.

Mandates breakfast meals meet federal meal requirements and additional nutrition standards consistent with Institute of Medicine recommendations established by a Delaware Task Force on Universal School Breakfast.

Encourages alternative breakfast delivery models such as classroom service, grab-and-go carts, and other innovative approaches; requires the Department of Education to conduct outreach campaigns to inform families about program availability.
