Allows microbreweries to manufacture beer, mead, or cider up to the federal "reduced rate of tax for certain brewers" limit (currently 2 million barrels per year per 27 CFR 25.152(a)(2)) instead of a lower state limit.

Permits microbreweries to sell up to 5 cases per day per customer for off-premises consumption, in addition to on-premises sales.

Allows a single person to own or control one microbrewery and up to two brewery-pubs, all of which may sell for off-premises consumption, exempting these establishments from the general two-location limit in Delaware Code § 546.

Clarifies that brewery-pubs can also operate under the same ownership structure with a microbrewery and up to two other brewery-pubs for off-premises sales.
