Creates a Law Enforcement Memorial license plate available to police officers, immediate family members of officers killed in the line of duty, or persons approved by the Delaware Police Chiefs' Council.

Applies only to private passenger vehicles or trucks with three-fourths ton or smaller manufacturer's rated capacity.

Requires a $35 administrative fee for original applications, with funds used by the Division of Motor Vehicles to administer the program and fund Department projects.

Establishes a Law Enforcement Memorial License Plate Committee consisting of the Division of Motor Vehicles Director, Delaware Police Chiefs' Foundation Chairperson, Delaware State Police Colonel, and Delaware Police Chiefs' Council Chairperson to determine plate design and colors.

License plates shall include the letters "LEM" followed by consecutive numbers beginning with "1" and may include words, slogans, or emblems supporting the Law Enforcement Memorial, with possible substitution of "Law Enforcement Memorial" for "The First State."
