Requires a parent, guardian, caretaker, or adult staff member to be present during treatment or examination of patients 15 years of age or younger who are disrobed, partially disrobed, or undergoing physical examinations of breasts, genitalia, or rectum.

Exception applies when rendering emergency care.

Specifies that when an adult staff member is used as an observer, they should be the same gender as the patient when practicable.

Defines "minor" as a person 15 years of age or younger and "adult staff member" as a person 18 years or older acting under direction of the licensed person or employer.

Makes willful failure to comply with this requirement grounds for disciplinary action against physicians and physician's assistants under Delaware's Medical Practice Act.
