Requires new physicians to acknowledge in writing their duty to report unprofessional conduct and child abuse or neglect, and mandates training on these topics as part of the licensure renewal process.

Empowers the Council on Police Training to mandate training for all police officers seeking permanent or seasonal appointment on detecting, prosecuting, and preventing child sexual and physical abuse, exploitation, and domestic violence.

Requires Deputy Attorneys General in the Criminal and Family Divisions to complete at least 4 hours of training every three years on child sexual and physical abuse, exploitation, and domestic violence, with failure to complete resulting in forfeiture of tenure rights.

Coordinates training requirements across medical, law enforcement, and legal professions under Delaware Code sections 911 and 912(b)(4) to ensure consistent curriculum across disciplines.

Effective date of August 1, 2010.
