Amends Delaware's Victims Compensation Assistance Program to define "catastrophic injury" as injuries so severe that a victim received the maximum $50,000 award upon initial application.

Allows victims who previously received the maximum $50,000 award to reapply for additional compensation up to $50,000 per 10-year period.

Modifies the statute to clarify that the $50,000 compensation cap applies per 10-year period rather than as a lifetime maximum.

Makes the expanded eligibility for additional catastrophic injury compensation retroactive to the establishment of the Victims Compensation Assistance Program.
