Restructures the Interagency Resource Management Committee (IRMC) to oversee a comprehensive early childhood system, with the Secretary of Education as chairperson and representatives from Health and Social Services, Services for Children/Youth/Families, Office of Management and Budget, and Controller General as voting members.

Grants the IRMC authority to allocate state and federal funds for early childhood services, coordinate resources with higher education institutions, apply for grants, and report annually to the Governor and General Assembly on April 15.

Expands the Early Childhood Council (ECC) membership from 17 to 19 members plus ex officio members to comply with federal Head Start requirements, adding state department representatives while maintaining private sector leadership.

Requires the ECC to meet at least six times annually, form subcommittees on professional development and quality improvement, and report annually to the IRMC, Governor, and General Assembly on early childhood initiatives and progress.

Designates the Department of Education to staff the ECC with IRMC support, positioning Delaware to compete for federal early childhood funding and grants without additional state financial commitments.
