Creates the Office of Policy Analysis and Government Accountability (OPAGA) under Chapter 11, Title 29 of the Delaware Code.

Legislative Council appoints an Executive Director who primarily works with and assists the Joint Sunset Committee of the General Assembly.

Executive Director has full access to all state agency records and can request information and data needed to assist the General Assembly with policy analysis and government accountability responsibilities under the Delaware Sunset Act.

Executive Director has authority to conduct management and program reviews to determine operational efficiency, effectiveness, and compliance with Delaware laws and legislative intent.

Legislative Council provides secretary and additional staff support as necessary, with the Executive Director's compensation recommended by Joint Sunset Committee Chairs and subject to annual appropriations.
