Amends Delaware Code Title 30, Chapter 29 to clarify that pharmaceutical wholesalers selling to pharmaceutical distribution wholesalers in Delaware are exempt from gross receipts tax.

Adds new definition of "Pharmaceutical Wholesaler" as any person engaged in selling pharmaceutical drugs for resale, including sales through outlets, warehouses, and distribution depots inside or outside Delaware.

Defines "Pharmaceutical Distribution Wholesaler" as a person within Delaware who engages solely in retail sales of pharmaceutical drugs by mail, common carrier, or contract carrier.

Defines "Pharmaceutical Drug" as any substance recognized as a drug in the Official United States Pharmacopoeia/National Formulary.

Exempts receipts derived by pharmaceutical wholesalers from sales of pharmaceutical drugs physically delivered to a pharmaceutical distribution wholesaler within Delaware from the wholesale license fee.
