Authorizes state agencies to submit information about persons prohibited from possessing firearms to the Federal Bureau of Investigation's National Instant Criminal Background Check System (NICS), including individuals adjudicated as mentally ill.

Creates a "Relief From Disabilities Board" allowing individuals disqualified from firearm possession under federal law to petition for restoration of their gun ownership rights by demonstrating they are not likely to act dangerously and pose no public safety threat.

Establishes that the Relief From Disabilities Board shall consist of three members: a chairperson appointed by the Secretary of Safety and Homeland Security, and two members (including a licensed psychiatrist) appointed by the Secretary of Health and Social Services.

Requires the Department of Safety and Homeland Security to adopt regulations governing NICS compliance, data transmission, and the relief from disabilities process, in consultation with relevant state departments and courts.

Abolishes Delaware's existing state firearms transaction program upon implementation of the new NICS information-sharing system, eliminating duplication.
