Dissolves the Delaware Higher Education Commission and transfers its functions to a new Delaware Higher Education Office within the Department of Education.

Changes all references to "Commission" to "Office" and "Executive Director" to "Director of the Office" throughout Title 14 and Title 16 of the Delaware Code.

Replaces references to Pennsylvania Higher Education Assistance Agency (PHEAA) with American Education Services (AES) in loan assistance provisions.

Eliminates the non-existent Engineering and Applied Science Recruitment Fund and reorganizes related sections as "Other Financial Assistance Programs."

Modifies appointment procedures for commission members to require approval by the Secretary of Education instead of appointment by the former Higher Education Commission.
