Requires health facilities to conduct independent peer review investigations when receiving complaints alleging criminal conduct by a health care provider, staff person, or employee if the alleged victim is a minor being treated or cared for at the facility.

Mandates that peer review investigations be conducted by another health facility with no business relationship to the party or parties being investigated or the facility receiving the complaint.

Requires each health facility in Delaware to establish memoranda of understanding with one or more other health facilities to conduct peer review investigations under these provisions.

Specifies that memoranda of understanding agreements between health facilities shall not be reciprocal in nature.
