Establishes a special license plate program for Flyers Charities, a division of the Comcast-Spectacor Foundation, to raise money and awareness for philanthropic activities in Delaware.

Applies to private passenger vehicles, trucks or vans with three-fourth ton or smaller capacity, and recreational vehicles.

Requires a one-time fee of at least $35 (administrative fee) plus standard annual registration fees for initial plate application, with replacement plates charged at a rate set by the Division of Motor Vehicles.

Deposits the $35 administrative fee into a special fund to be used by the Division of Motor Vehicles for administering the program and funding Division projects.

Sets a minimum threshold of 100 applications required before the Division of Motor Vehicles will approve and issue the special plates, lowered from the standard 200-application requirement.
