HB 49 Summary

• Requires door-to-door salespersons to display an identification card issued by the Department of Finance containing the seller's business name, full legal name, telephone number, business address, and Delaware business license number.

• Restricts door-to-door sales solicitation to between 9 a.m. and 8 p.m. Delaware time only.

• Applies identification card and time restrictions to all door-to-door sales regardless of purchase price, expanding beyond the $25 threshold in existing law.

• Exempts sales solicited via telephone, mail, email, or internet; invited home sales events; nonprofit organizations; and public utilities and cable television operators from these requirements.

• Establishes penalties of $75-$150 for first violations and $100-$250 for subsequent violations; takes effect 120 days after enactment.
