Reduces the Board of Directors of the Delaware Manufactured Home Relocation Authority from 9 members to 5 members.

Establishes specific appointment process where the Governor appoints members from nominees submitted by manufactured home owner and industry associations, appoints one public member, with additional appointments by the House Manufacturing Housing Subcommittee chairperson and the Attorney General.

Implements staggered board member terms with initial appointees serving 1, 2, and 3-year terms, and subsequent appointees serving 2-year terms to prevent multiple simultaneous expirations.

Changes quorum and approval requirements from 75% of board members to at least 3 of 5 members for meeting location changes and payment/assessment approvals.

Takes effect 90 days after enactment into law.
