Amends Title 29 of the Delaware Code to require fiscal projections include language addressing both increases and decreases in costs and revenue.

Creates new section 1903A requiring any bill or joint resolution that increases state revenue must have a 1-year projection attached describing the revenue increase for the first full fiscal year after the effective date.

Requires fiscal notes to show the specific mathematical calculation used in determining any cost or revenue increase or decrease.

Controller General maintains the same responsibility for revenue increase projections as currently exists for cost projections under existing law.
