Amends Delaware's Debt Management Services Act to incorporate 2008 changes from the National Council of Commissioners on Uniform Laws (NCCUSL) for consistency with other states

Adds definition for "certified debt specialist" and "lead generator," and creates provisions for temporary licenses (valid up to 180 days) when criminal background checks are pending

Prohibits debt settlement companies from collecting advance fees, aligning state law with 2010 Federal Trade Commission telemarketing regulations; fees may only be collected after a creditor agrees to modified terms and the individual makes a payment

Caps debt settlement compensation at 30% of the difference between the original principal debt amount and the amount paid to the creditor under the settlement agreement

Expands trust account regulations, requiring accounts to be administered by entities independent of the provider and ensuring money belongs to individuals rather than providers; clarifies administrative appeal procedures to Superior Court
