Establishes a special license plate for the Safe Haven No Kill Animal Sanctuary with the letters "SH" followed by consecutive numbers.

Applies only to private passenger vehicles or trucks/vans with three-quarter ton or smaller manufacturer's rated capacity.

Requires a one-time fee of $50 upon initial application in addition to annual registration fees, with $15 designated as an administrative fee for the Division of Motor Vehicles and $35 set aside for the Safe Haven No Kill Sanctuary.

Members of nonprofit organizations are required to pay the special plate fee even if exempt from standard registration fees under Delaware Code § 2159.

Authorizes the Division of Motor Vehicles to promulgate rules and regulations, refuse designs causing public safety concerns, and request return of plates within 90 days when individuals cease affiliation with the organization or die.
