HB 74 - Law Enforcement Memorial License Plate

• Creates a special "Law Enforcement Memorial" license plate for eligible vehicle owners, including active police officers, immediate family members of officers killed in the line of duty, and others approved by the Delaware Police Chiefs' Council.

• Applies only to private passenger vehicles or trucks/vans with three-fourths ton or smaller manufacturer's rated capacity.

• Charges a one-time $35 administrative fee for original applications, with no additional annual fees beyond standard registration costs; revenue deposited into a special fund for Division of Motor Vehicles administration.

• Establishes a Law Enforcement Memorial License Plate Committee consisting of the Motor Vehicles Director, Delaware Police Chiefs' Foundation Chairperson, State Police Colonel, and Delaware Police Chiefs' Council Chairperson to determine plate design and colors.

• Reserves license plates with letters "LEM" numbered consecutively starting with "1"; Delaware Police Chiefs' Council assigns plate numbers and must request return of plates within 90 days of owner's disaffiliation or death.
