Permits wine producers licensed in Delaware or other states to obtain a Wine Direct Shipper License and ship up to 12 nine-liter cases annually to Delaware residents age 21 or older for personal use.

Requires Wine Direct Shipper applicants to file an application, pay a $100 fee, provide proof of current wine producer license, and pay $100 biennially for license renewal.

Mandates out-of-state shippers report quarterly wine shipments to the Commissioner and Division of Alcohol and Tobacco Enforcement, and pay quarterly excise taxes to the Delaware Department of Revenue.

Establishes a Carrier Permit system requiring common carriers to be licensed, pay $100 application and renewal fees, verify recipient age 21 or older at delivery, and report quarterly shipping details.

Prohibits unlicensed direct shipment of wine to Delaware residents; violation is a Class B misdemeanor (Class A for second offense) and constitutes an unfair trade practice.
