Creates a task force to review Delaware's agricultural outlook, with the first meeting required no later than September 2010.

Task force chair appointed by the Speaker of the House of Representatives; membership includes legislative committee chairs, state agency officials, and representatives from the Delaware Farm Bureau, Delmarva Poultry Industry, USDA Extension, and Delaware Park.

Chair responsible for organizing meetings, preparing agendas and minutes, and submitting final report to the President Pro Tempore of the Senate, Speaker of the House, Governor, Legislative Council, and Delaware Public Archives.

Department of Agriculture must provide reasonable and necessary support staff and materials for the task force operations.

Task force must submit a final report by January 7, 2011, and is encouraged to seek input from University of Delaware, Delaware State University, and Delaware's congressional delegation.
