Creates a pilot program providing cell phones with limited service to 25 at-risk individuals with physical or cognitive disabilities who use DART paratransit services, beginning August 3, 2009, for three months.

Limits cell phone functionality to calling DART Reservations and 911 only, enabling vulnerable populations to communicate about missed, delayed, or mis-scheduled transportation appointments.

Verizon Wireless of Delaware donates all phones and service at no cost to the state.

State Council for Persons with Disabilities will coordinate the program and manage evaluation with support from DART, Verizon Wireless, and AARP.

Program evaluation must be submitted to the House of Representatives on or before January 21, 2010.
