Establishes a 6-week negotiation period for DelDOT, the Administration, WILMAPCO, House Majority and Minority Leadership, and the House Bond Bill Chair to develop legislation addressing the Route 301 project.

Directs negotiations to amend existing epilogue language and create trigger mechanisms that tie construction of the Spur Road portion of the 301 project to traffic congestion levels in the surrounding area.

Aims to delay Spur Road construction until anticipated traffic congestion in the area warrants its initiation.
