Repeals the Temporary Rules of the House of Representatives and establishes permanent rules for the 145th General Assembly covering order of business, duties of the Speaker, rights and duties of members, bills and resolutions, committees, motions, calendars, and miscellaneous provisions.

Establishes the House meeting schedule (Tuesday, Wednesday, Thursday at 2:00 P.M.), quorum requirements (21 members), and order of business including minutes, petitions, committee reports, bill introductions, and agenda consideration.

Defines 22 standing committees to be appointed by the Speaker, including Agriculture, Appropriations, Education, Judiciary, Revenue & Finance, and others, with provisions for committee quorum (4 members or majority, whichever is less) and meeting procedures.

Specifies legislative procedures for bills and resolutions including introduction, committee assignment, fiscal note requirements, amendment processes, voting requirements (majority of elected members), and timeline requirements for committee action (12 legislative days).

Establishes ethics rules and conduct standards for members regarding conflicts of interest, gratuities, campaign finance disclosure, and legislative conduct violations subject to investigation by a 5-member Ethics Committee with disciplinary power.
