Request that the Delaware Insurance Commissioner conduct random audits of small business health insurance carriers to ensure compliance with Chapter 72 of Title 18 of the Delaware Code.

Require examination of rating criteria and how health insurance rates are calculated for small employer groups, including new business quotes and renewal rates.

Mandate comparison of rates among similarly situated small business groups to ensure rates are equitable and not excessive.

Require the Insurance Commissioner to report findings to the House of Representatives by December 1, 2010.
