Amend Section 5.2.1 of the Bethany Beach charter to require Town Council candidates who qualify only as freeholders to have held that status for at least six months prior to the election.

Require election notices to include voter qualifications and information about obtaining absentee ballots, in addition to positions being filled.

Expand absentee ballot eligibility to include individuals who are absent from the town or otherwise unable to appear in person.

Extend ballot and election record retention from ten days to at least thirty days, or until any contested election or court appeal is resolved.
