Establishes a special license plate program for Flyers Charities, a division of the Comcast-Spectacor Foundation, to raise money and awareness for their philanthropic activities in Delaware.

Applies to private passenger vehicles, trucks or vans with three-quarter ton or smaller capacity, and recreational vehicles.

Requires a one-time fee of $35 administrative fee plus annual registration fees for initial plate application; replacement plates charged at cost set by Division of Motor Vehicles.

Deposits the $35 administrative fees into a special fund for Division administration and Division projects.

Requires minimum of 100 applications received before Division approves issuance of special plates (lowered from previous 200-application threshold).
