Establishes a special Delaware Breast Cancer Coalition license plate available for private passenger vehicles and trucks with three-fourths ton or less manufacturer's rated capacity.

Requires a one-time $100 fee for initial plate applications, in addition to standard annual registration fees and a $10 administrative fee.

Exempts special plate applicants from paying additional annual registration fees beyond the standard amount required by Title 21.

Directs the Department to remit $100 per initial plate issued to the Delaware Breast Cancer Coalition for promoting awareness and early detection of breast cancer.

Allows replacement plates to be obtained at a fee set by the Division to cover plate costs.
