Amends Chapter 23 of Title 19 of the Delaware Code regarding workers' compensation health care payment systems and procedures performed outside Delaware.

Requires that when a Delaware-licensed health care provider performs procedures outside Delaware, reimbursement shall be the amount set in Delaware's health care payment system.

For procedures performed outside Delaware by non-Delaware-licensed providers, reimbursement shall be the greater of: the out-of-state fee schedule (if adopted) or the amount authorized by Delaware's system for the injury location.

Modifies employer notification requirements by establishing that employers must report available modified-duty jobs within 14 days of receiving the initial physician's injury report, with health care providers required to sign and return the form within 14 days of next service or 21 days of receipt, whichever is earlier.
