Expands Delaware's Medicaid program to cover urgent dental care for pregnant recipients, including examinations, diagnostic radiographs, treatment of pain or infections, and tooth extractions.

Adds coverage for preventative dental care for pregnant Medicaid recipients, including examinations, diagnostic radiographs, dental prophylaxis, and non-surgical periodontal therapy.

Applies urgent and preventative dental care coverage to eligible Medicaid recipients who are pregnant or become pregnant while receiving assistance.

Authorizes the Department of Health and Social Services to establish regulations defining additional dental care and treatment covered under these provisions.

Becomes effective upon General Assembly appropriation of sufficient funds to implement the program.
