Amends Delaware Code Title 31 to exempt individuals convicted of drug felonies from the federal prohibition on food stamp eligibility.

Removes the bar that prevented persons convicted under federal or state law of felonies involving possession, distribution, or use of controlled substances from receiving food stamp benefits.

Leverages the option granted to states under 21 U.S.C. §862a(d)(1) to opt out of the federal felony drug conviction ban on food stamp program benefits.

Replaces existing §605 of Title 31 entirely with new language establishing the exemption for drug felony convictions.
