Amends Section 9009(10) to limit case reopening to 2 years after last payment, with Agency discretion for exceptional circumstances; cases with denied claims revert to Superior Court Civil Rule 60 standards.

Changes terminology from "minor by an adult" to "child" in sexual assault and abuse provisions, eliminating the requirement that perpetrators be adults.

Grants Agency discretion to accept claims filed beyond the one-year deadline when barring such claims would be unreasonable.

Extends exception to prompt police report requirement to domestic violence cases and expands federal crime eligibility to include Delaware domiciles victimized by federal crimes.

Broadens motor vehicle crime coverage to include all offenses involving driving under the influence, Vehicular Homicide, Vehicular Assault, and Operation of a Motor Vehicle Causing Death; allows compensation up to $50,000 for victims with permanent injury or total disability.
