Amends Delaware Code Title 29 to modify prevailing wage requirements for public works projects by requiring type of construction (building, heavy, or highway) to be specified alongside county when determining prevailing wages

Establishes a five-year prevailing wage rate period when collective bargaining rates fail to prevail during any two-year survey period, with annual raises capped at the most recent State employee pay raise percentage

Requires the Department of Labor Division of Industrial Affairs to conduct mandatory annual prevailing wage surveys during the first three calendar months each year, with results published by March 15

Makes survey participation mandatory for employers in 24 specified construction industry Standard Industrial Classification (SIC) codes who reported workers to the Division of Unemployment Insurance during the prior six months

Prohibits employers who fail to respond to the prevailing wage survey without good cause from bidding on public works projects subject to this section for one year or until they submit data in a subsequent survey
