Replaces Chapter 6 of Title 7 Delaware Code with comprehensive endangered species legislation establishing frameworks for listing, protection, and conservation of threatened and endangered species in the state.

Designates the Secretary of the Department of Natural Resources and Environmental Control (DNREC) as authority to list species as endangered or threatened based on scientific investigations by the Division of Fish and Wildlife, with automatic inclusion of federally listed species.

Prohibits direct take of threatened or endangered species and the importation, possession, or sale of endangered species, their hides, parts, or articles made therefrom, except under permit for scientific, zoological, educational, or conservation propagation purposes.

Authorizes DNREC to establish conservation programs including acquisition of land and aquatic habitats and conservation agreements, while prohibiting restrictions on private property use and development in implementing such programs.

Provides exemptions for mosquito control, state-permitted wildlife rehabilitation organizations (including Brandywine Zoo), plant propagation from non-wild sources, and public health declarations; establishes Class A environmental misdemeanor penalties for violations.
