Creates Chapter 6A of Title 29 of Delaware Code establishing a status verification system for employment and public benefits eligibility

Requires all public employers to register with and utilize a federal Status Verification System (E-Verify or equivalent) to verify employment authorization of all new employees by July 1, 2012

Prohibits public employers from contracting with contractors or subcontractors for physical performance of services unless they register and participate in the Status Verification System by July 1, 2012

Requires state agencies and political subdivisions to verify lawful presence of applicants age 14 and older applying for state or local public benefits, with exceptions for emergency medical care, disaster relief, communicable disease treatment, and specified community services

Mandates applicants declare under penalty of perjury that they are U.S. citizens or qualified aliens, with verification through the SAVE Program for qualified alien claims; requires annual compliance reports to the Department of Justice
