Amends Title 21 of the Delaware Code to allow disclosure of motor vehicle records to the state election agency for maintenance of voter registration records.

Adds "maintenance of voter registration records" as a permitted purpose for accessing motor vehicle information from the Division of Motor Vehicles.

Authorizes the State Election Commissioner to use Division of Motor Vehicles data to improve and maintain the accuracy of voter registration records.

Modifies § 305(b) and § 305(b)(1) of Title 21 to include state election agency as an authorized recipient of motor vehicle record information.
