Removes the phrase "vehicle having less than 3-foot distance between the adjacent wheels" from Delaware Code Title 21, §2703(a)

Requires operators of three-wheeled motorcycles to obtain a motorcycle endorsement on their driver license

Persons taking a motorcycle skills test on a three-wheeled motorcycle receive a three-wheeled motorcycle restriction in addition to the endorsement, limiting operation to three-wheeled vehicles only

Grandfathers existing operators of three-wheeled motorcycles registered prior to the effective date from required knowledge and skills tests, but still requires them to obtain the motorcycle endorsement with three-wheeled restriction

Becomes effective 180 days after enactment
