Transfer the Office of Narcotics and Dangerous Drugs from the Department of Health and Social Services to the Delaware State Police as part of the criminal investigations unit.

Rename the Office of Narcotics and Dangerous Drugs to the "Delaware State Police Drug Diversion Unit."

Replace references to "State Office of Narcotics and Dangerous Drugs" with "State Police Drug Diversion Unit" in Title 11 (sections 1911, 8401, and 9200), Title 16 (sections 4797 and 5172), and Title 18 (section 6601) of the Delaware Code.

Clarify that agents transferred from the Department of Health and Social Services to the Department of Safety and Homeland Security are non-merit employees and do not retain their former merit status.
