Division of Public Health shall adopt and enforce the most recent version of the International Plumbing Code (IPC) within one calendar year of its issuance, in conformity with basic plumbing principles in Chapter 7903 of Title 16.

Division of Public Health may adopt additional plumbing regulations that do not conflict with the IPC and basic plumbing principles.

All Delaware political subdivisions (counties, cities, municipalities) must enforce the IPC as adopted or modified by the Division of Public Health.

Political subdivisions may propose additional or modified plumbing regulations in writing to the Division of Public Health for review and approval within 60 days.

Division of Public Health shall consult with the State Board of Plumbing, Heating, Air Conditioning, Ventilation and Refrigeration Examiners before adopting, modifying, or rejecting proposed changes, and political subdivisions may choose to enforce statewide regulations or the minimum IPC standards.
