Requires all hunting license applicants born after January 1, 1967 to complete a hands-on live firing experience with a trained firearms instructor as part of the mandatory 10-hour hunter education course

Makes the live firing requirement mandatory rather than optional as it was previously

Maintains existing requirements including safe and proficient use of hunting equipment, hunter responsibility, wildlife management principles, and wildlife identification

Accepts completion of authorized hunter education courses from other states or Canadian provinces as meeting the instruction requirement

Effective date of January 1, 2010
