Allows professional licensing boards to waive convictions substantially related to their professions through either a hearing or documentation review, rather than requiring a hearing only.

Establishes a 5-year waiting period after full discharge of sentences before applicants can request waiver consideration, with exceptions for fines, restitution, and community service if in substantial compliance.

Requires boards to find that the applicant is capable of practicing competently and professionally and that granting the waiver will not endanger public health, safety, or welfare.

Applies waiver provisions to 30+ professional licensing boards including accountancy, architecture, nursing, pharmacy, dental examiners, plumbing/HVACR, real estate, and veterinary medicine.

Makes technical corrections to ensure consistent language and definitions across Title 24 sections governing professional licensure requirements.
