Reduces minimum age to hold city council office from 21 to 18 years old.

Prohibits council members from holding other elected public offices or compensated city positions during their term, and bars former members from compensated city employment for one year after their term ends unless granted a waiver by the Ethics Commission.

Establishes a formal Election Board of five appointed members (one from each district plus one at-large) with three-year terms to oversee municipal elections and serve as an advisory body on election matters.

Changes assessment appeal deadline from 14 days to 30 days and allows assessor to value newly constructed property upon issuance of Certificate of Occupancy rather than waiting for occupancy; eliminates supplemental assessments for new construction valued under $25,000.

Changes treasurer title to "Controller/Treasurer," removes the $1,000 fine cap for code violations, removes the $3,000,000 borrowing limit while maintaining a threshold of 0.25% of taxable assessed value for bond issuance.
