Creates the Delaware Medical Marijuana Act by adding Chapter 49A to Title 16 of the Delaware Code.

Allows patients with debilitating medical conditions (cancer, HIV/AIDS, hepatitis C, ALS, Crohn's disease, Alzheimer's agitation, PTSD, glaucoma, and others) to use marijuana with physician certification, protecting them from arrest and prosecution.

Establishes a registry identification card system administered by the Department of Health and Social Services, with cardholders permitted to possess up to 6 ounces of usable marijuana.

Authorizes state-regulated, nonprofit "compassion centers" to cultivate and dispense medical marijuana to registered patients, with registration certificates granted through competitive bidding process.

Prohibits public smoking, driving under the influence, use in schools and correctional facilities, and workplace impairment; protects physicians from prosecution for issuing medical marijuana certifications; allows patients to designate caregivers to assist with medical use.
