Modifies contract term limitations for Sustainable Energy Utility (SEU) implementation contractors to align with the Energy Performance Contracting Act in Chapter 69 of Title 29.

Authorizes counties and political subdivisions to contract directly with the SEU for energy savings programs without requiring separate competitive bidding processes.

Clarifies that SEU bonds and notes do not constitute debt or liability of the State or any political subdivision, and requires this statement appear on the bonds themselves.

Allows the SEU to repay bonds using proceeds from sales of Solar Renewable Energy Credits in addition to Renewable Energy Credits.

Extends the 3-year expiration period for renewable energy credits and solar renewable energy credits when held by the SEU, tolling the deadline during the period of SEU ownership.
