Increases the period of license revocation from 3 months to 6 months for first-time DUI offenders with a blood alcohol concentration of .15 or greater, and for those who refuse a chemical test and participate in the First Offense Election-Ignition Interlock Diversion Program.

Requires a mandatory ignition interlock device (IID) to be installed on a vehicle for 6 months following the effective date of revocation for eligible first offenders.

Reduces the "hard revocation" period from 30 days to a minimum of 45 days before an offender can apply for an ignition interlock device license.

Restricts conditional driving privileges for offenders with an IID license to driving to and from work, school, alcohol treatment programs, and the interlock service provider.

Qualifies Delaware to receive a federal highway safety grant of $500,000 upon passage.
