• Creates new Class G Felony offense for non-practitioners to possess blank prescription forms or pads, with possession defined as items located on or about a person, premises, belongings, vehicle, or within reasonable control.

• Creates new Class F Felony offense for theft of blank prescription forms or pads by non-practitioners, including taking, controlling, obtaining, producing, reproducing, transferring, using, giving, or selling prescription forms with intent to deprive practitioners or facilitate drug diversion.

• Defines "practitioner" as physicians, dentists, veterinarians, scientific investigators, or licensed institutions authorized to distribute, dispense, or conduct research with controlled or non-controlled substances in Delaware.

• Addresses rising prescription drug abuse and fraud by targeting the unauthorized possession and theft of blank prescription forms that were required to include tamper-resistant features under 2008 Delaware legislation.
